1 WELCOME<\/strong>
Tessa thanked everyone for coming and introduced guests Jeanette Barry (Kingston uni), councillor Phil Doyle, and\u00a0Kingston Town Neighbourhood\u00a0manager Neville Rainford.

2 APOLOGIES<\/strong>
Apologies from Kathy, Cato, Jon Tolley (councillor), Rebekah Moll (councillor), Richard, Aranee (Kingston uni)

3 ELECTION OF OFFICERS<\/strong>
Annette proposed Adam and Sarah to join committee, seconded by Tony.<\/div>\n
Roger proposed Cato and Shelena, Adrian seconded.<\/span><\/div>\n
Amanda stated that she was standing down from the committee.\u00a0\u00a0Tessa reiterated her wish to stand down as chairperson\u00a0next year.

4 CONFIRM MINUTES OF LAST MEETING<\/strong>
Minutes\u00a0of last AGM were circulated and agreed\u00a0without comment.\u00a0

5 TREASURER\u2019S REPORT<\/strong>
A general overview was given in Kathy\u2019s absence, stating rough balances of \u00a3248 cash float and \u00a3860 in bank account (as\u00a0of 14 January 2016).

6 CHAIRMAN\u2019S REPORT<\/strong>
Tessa mentioned events — such as the Duck Race (which raised aprox\u00a0\u00a3600\u00a0for St John\u2019s regeneration fund), Bloomfields,\u00a0Millfest, Hallowe\u2019en quiz and party, Advent windows and Xmas party — and thanked organisers and everyone involved for\u00a0their contributions.\u00a0\u00a0She also noted how MSRA had continued to strengthen ties with the church, RBK, uni, developers,\u00a0and police, and how important it is that MSRA has a voice within the community.

She mentioned the on-going dialogue with the university and stated the importance of residents using the MSRA noise log\u00a0to note any disturbances.\u00a0\u00a0

7 NEWS\/BUSINESS<\/strong>

[] JEANETTE BARRY, KINGSTON UNI<\/strong>
Jeanette hoped improvements had been seen and welcomed the positive remarks about the reduction of student-related\u00a0ASB in Milll Street.\u00a0\u00a0She stated she was happy to receive and investigate complaints and that residents should use the\u00a0complaints form on the university\u2019s website, adding that it is useful when people leave their names and contact details for\u00a0follow-ups and updates.

Jeanette said extra security had been employed over recent periods and mobile units had been introduced between 11pm\u00a0and 4am.\u00a0\u00a0She also explained how KUSCO security\u2019s accreditation (– in conjunction with the police) was expected\u00a0imminently, and that new equipment — including body cameras and protective vests — had been purchased.\u00a0\u00a0

She suggested a \u2018meet and greet\u2019 with security and residents.

It was acknowledged that the dispersal system at the KP bar was generally working well, with the exception of a few\u00a0unexplained incidents (–\u00a0Annette will follow up).

It was also acknowledged that the gate closure system seems to be working well too.

Jeanette went on to mention the success of a recent alcohol and drug awareness session for students.\u00a0\u00a0She also agreed to\u00a0follow-up meetings (concerning ASB) with MSRA \u2018noise subcommittee\u2019.

She finished by mentioning the Kingston Life Stories project, about how people have come to live in the area, and how\u00a0residents can contact Aranee if they would like to take part.

Carol pointed out the unattractiveness of \u2018cement mixing shelter\u2019 outside the uni workshop and its negative impact on\u00a0College Walk.

[] PHIL DOYLE, COUNCILLOR<\/strong>
Phill thanked MSRA for the invitation, stating how organised MSRA was as a group, the importance of strength in\u00a0numbers, and how RBK really does pay attention to us.

He said how he, along with Andy, had made positive changes to the crossing at\u00a0Fairfield South\u00a0and how pleased he\u00a0was with Jeanette\u2019s report and the uni\u2019s improvements.

He said there were development worries all over town and how TOPO needs to be rethought.\u00a0\u00a0He will urge development\u00a0control for more low-cost housing.

He said there was a lack of enforcement regarding the Mill Place\/Fairfield Place car parks, but would keep MSRA updated\u00a0following RBK\u2019s report.\u00a0\u00a0He will also contact the housing officer.

Neville Rainford acknowledged the different departments responsible for the car parks and that he will work with Phil to\u00a0get clarity on the situation.\u00a0\u00a0

Roger explained how he had seen \u2018dodgy dealings\u2019 in the car park, and Sharon mentioned abandoned vehicles.\u00a0 Neville said to report any suspicious behaviour to 101.

Julia voiced her concerns over the future of Greenleas.\u00a0\u00a0Phil said he hoped to seek clarity and chase the housing officer on\u00a0this matter.

Tessa relayed how Neighbourhood Watch chair, Nicola Duffy said there was a signifcant amount of police funds up for\u00a0grabs, and how MSRA could get funding (towards a new marquee or similar) by accommodating police-related initiatives\u00a0(including bike marking, or\u00a0Community Roadshow)<\/em>\u00a0within Mill Street events (such as the street sale or Beer and Sausage festival).\u00a0\u00a0Applications, however, had to be made in the following couple of days.\u00a0\u00a0Tessa said she would follow-up.<\/div>\n

Tessa also passed on thanks from the Kingston Residents Alliance for MSRA\u2019s continued support and a financial\u00a0contribution of \u00a3200.

Tessa said MSRA had supported local young journalist James Giles\u2019 mayoral award nomination.\u00a0\u00a0It was noted by Amanda\u00a0that Tessa had been nominated too.

Mill Street has been registered the \u2018Clean for the Queen\u2019 initiative and litter picking equipment had been requested from\u00a0Neville.\u00a0\u00a0Neville pointed out there would be official celebrations in London on 12 June and suggested that Mill Street may\u00a0wish to hold a similar event.\u00a0\u00a0

Carol added that the bollards by the Fairfield were to be cleaned and repainted in due course.

If anyone had any comments regarding the Eden Walk development, they were asked to send them to Tessa by the end of the\u00a0month for inclusion in an MSRA group comment.\u00a0\u00a0Plans for the redevelopment of The Antoinette hotel were also mentioned.

Tony thanked everyone for their warmth and affection following the loss of Annita last summer and highlighted the wonderful tribute\u00a0on the green.\u00a0\u00a0He said he wanted to plant a tree in her memory.

Neville said there was a public consultation regarding the \u2018mini Holland\u2019 cycle scheme, now known as Go Development, between Wheatfield Way and the station.\u00a0\u00a0He said he would sent Tessa a link for distribution.

He also mentioned the next Neighbourhood Conversation would focus on health matters, GPS, social care etc and will be\u00a0held on 15 March.

Marguerite promoted the Kingston Society and how it had echoed the same concerns over town developments.

Carol expressed her disappointment that RBK doesn\u2019t have a conservation officer and how the Conservation Area Action\u00a0Committee has become a \u2018toothless\u2019 group that has to fight for everything.

With no further input or discussion, the meeting was called to a close at 9.10pm.\u00a0
